Zumbro River Constructors (ZRC) and eight consultants, including American Engineering Testing (AET), recently completed Minnesota’s largest design-build, best-value highway project and (at the time) the largest public works project in Mn/DOT's history. Highway 52 serves as a principal arterial highway in the state and its reconstruction has been needed to reduce congestion, improve safety, replace deficient bridges and pavement, and eliminate uncontrolled access associated with the confusing mixed frontage road system. Nicknamed ROC 52, the $237 million project addressing these issues encompassed reconstruction of eleven miles of highway through the heart of Rochester, widening the highway to a six-lane freeway. The project involved twenty-seven bridges, eleven interchanges, one bridge over the Zumbro River, and reconstruction of the frontage road system.

AET performed QA/QC testing, environmental assessment and engineering, and presented Value Engineering Initiatives for the project.
